  1. If you purchase an ATV (including an off-road motorcycle) from a New York State ATV dealer, the dealer is required to register it before it is delivered to you. If you buy an ATV from a person who is not a New York State ATV dealer, you must register the ATV with the DMV yourself.

  2. For a used ATV – a completed Affidavit of Sale or Transfer (PDF) (MV-51) plus the MCO or MSO; or, a New York State transferable registration signed over to you by the previous owner. If your ATV has never been registered and you do not have these acceptable documents, you must complete and submit a Statement of Ownership (PDF) (MV-51B) .

  3. For a used ATV where the prior registration was not in New York State, acceptable proof is either the Manufacturer's Certificate of Origin (MCO) the Manufacturer's Statement of Origin (MSO)

  4. For a used ATV or UTV, a New York State transferable registration signed over to you by the previous owner. Note that if your ATV or UTV has never been registered and you do not have one of the above documents, you must complete and submit a “Statement of Ownership” (MV-51B).

  5. 26 Οκτ 2024 · No ATV shall be registered, nor shall such a registration be renewed, unless the ATV is equipped with brakes, muffler, spark arrester and tires as prescribed in subdivision one of § 2406 (Equipment).
