The server has been used as a media server, file server, download server and a backup server but now is only used for PC backups and file server duties.

A Windows Server does many things, including file share provision and management, network management (DHCP, DNS), user authentication and permissions management. If they are using a PC with Windows 10 as a "server" then there are a lot of the management tools they will not have.
