The UTC, which stands for Urban Transformation Centre, is located on levels 2 and 3 of Komtar, occupying space that was formerly part of Pacific Department Store. UTC Pulau Pinang opened to the public on 15 August 2020.

14 Αυγ 2020 · Chief Minister Chow Kon Yeow said the Finance Ministry had yesterday given its approval for the 42,000sq ft UTC Penang located at Level Two and Level Three to be officially opened. He said nine government agencies would be operating at the RM20 million centre beginning next week.
