Franchise fees, business license fees or utility taxes are charges levied by a local governmental entity on the utility that serves within an area controlled by that governmental entity.
Cal. PUC Code § 6231.5 - 6231.5. (a) An applicant for a franchise to build and operate a pipeline system transmitting oil or products thereof shall file with the legislative body of the municipality in which the franchise.
