For one any old army tattoo would be a masquerade violation if it was over 100 years old. But here's the thing: technically a tattoo isn't part of your body, it's ink that's sitting just under your skin. So if that part of skin was carved off, the tattoo would not return, just turning to ash with the cut off piece.
Strictly speaking, no, Kindred cannot gain tattoos without magic or unless they only want it for the night and then it will be healed during daysleep. There is a loresheet in Chicago By Night called The Painted Lady which can grant you new tattoos, and this is notably special.
You'd then use the morality rules, Frenzy, etc. Rotschreck might not be applicable, up to you. If you are using V5, IIRC they don't have those stats yet, still. They are in V20, revised, and 1st edition. You'd probably need to create the equivalent of paths for werewolves.
