These local rules supplement the Federal Rules of Civil Procedure. Both sets of rules apply to civil actions in this district unless they conflict with each other or with any statute of the United States, in which event the Federal Rules of Civil Procedure or the statute governs.

Rule 83, which has not been amended since the Federal Rules were promulgated in 1938, permits each district to adopt local rules not inconsistent with the Federal Rules by a majority of the judges. The only other requirement is that copies be furnished to the Supreme Court.
