It's a really common scam to pretend to be a company doing service work, especially if a publicly known program is ongoing/starting up. My recommendation: do NOT go to those websites or call that number , instead contact the city at 3-1-1 and confirm whether or not you are part of that program and ask for the contact information from the city ...
