CHSSA - Debate Judge Instructions. The California High School Speech Association worked with coaches across the state of California to create judging instructions for the four CHSSA sanctioned debate events (Parliamentary Debate, Public Forum, Policy, and Lincoln-Douglas). Free for use at all tournaments in the state of California.
This page is the official home of the WBFL, in Area III of the California High School Speech Association. It governs speech and debate at the league and state qualifying level for schools West of Pomona and South of Mulholland Drive.
By preparing for and participating in debates, pupils learn to find and use information to support their arguments. They also learn how to present their ideas clearly and persuasively.
Submit suggestions for rule additions, deletions, or changes to the Competition Rules Board of Directors by completing the Rule Change Submission Form.

Parliamentary Debate Format. Parliamentary Debate is modeled after British parliamentary procedure and is an academic debate format used in competitive high school and university tournaments.
