These guidelines have been prepared to help countries successfully design a teacher code of conduct (or review an existing one) and put in place the appropriate mechanisms to ensure its proper dissemination, application, and monitoring at all levels of the system. They are aimed both at national and local stakeholders.
Teacher codes of conduct. A code of conduct is a set of written guidelines, produced by public authorities or professional organizations, which details the set of recognized ethical norms (or values) and professional standards of conduct to which all members of a profession must adhere.

While a code of ethics tends to describe morally laudable professional values, a code of conduct often presents prohibitions.
