Normal weather conditions in overworld zones and cities may change at 12:00 am, 8:00 am, and 04:00 pm Eorzean Time (every eight Eorzean hours, i.e., 23 minutes and 20 seconds real time). Weather typically remains the same in duties, although it may change at specific points in the duty.
Seasonal Events are special occasions that occur at a particular time of the year. During these festivals, players can complete seasonal quests and obtain unique cosmetic items. Additionally, cities around Eorzea are decorated according to the themes of the events.

Fetes event in Firmament runs every 3rd day for 24 hours in 2 hour intervals until patch 6.0 to my knowledge, but I could be mistaken on if/when it will end. There are 5 different events to participate in. They will announce where to go, but what to do isn't always clear.
Chest: Indicates how many chests of loot a party is expecting from a current Savage clear. If everyone is clearing for the first time for the week, there are 2 chests. If 4 people are clearing for the first time for the week, there is 1 chest. If there are less than 4 fresh clears, no chests will drop. E.g. “2 chest clear”. Clean Up ...
Consider the fact that during the quest line to unlock the dungeon in Ultima Thule, they mention that the ship is unable to travel there, but it exists both in Ultima Thule and Etheirys at the same time. So my guess is dynamis gives space and time the middle finger.
