The CMR Convention is an instrument of international private law adopted on 19 May 1956 governing the contractual relations for the international carriage of goods by road between the sender, the carrier and the consignee.

The Manual derives its legal basis from Section 8.1 of DAO 2003-30, which prescribes a Manual of Procedures for the processing of applications for Environmental Compliance Certificates (ECCs) and Certificates of Non-Coverage (CNCs) within the timeframes specified in Malacanang Administrative Order No. 42 (issued in November 2002).
Annex 3-1 presents a standardized Semi-annual ECC Compliance Monitoring Report (CMR), which a Proponent, through its Environmental Unit or Environmental Officer, is required to submit to the designated monitoring EMB office on a semiannual frequency.
