Here's how the scam works. Dealer installs a GPS device in the car so they can track their inventory. Device costs $30 and takes 1/2 an hour to install. Instead of removing the device when they sell the car it stays there and they charge you $900. Here's how they sell it to the dealer:

Apparently, it's a theft code recovery system traceable numeric labeling. Today I went back to the dealer because this was done without my authorization but the manager Sean told me: "You signed the contract. You could have walked away". Is this a popular fraud? Is there anything I can do? Thanks.
