Interchange and Reserve give me the most luck. The back of Goshan and the power station in Interchange and the myriad garages in Reserve have a fair number of toolboxes. Also file cabinets are good places to check, should be plenty in those maps as well.
Other than that you can find them throughout the maps on shelves. Just really be thorough and take your time on a run through customs. You'll find some all over the place. Customs and interchange are probably your best bet. Reserve as well. Toolboxes, jackets, hidden stashes.
