Nope. The only source for those seeds is Wyson. So yeah, you'll need to finish the falador tasks in order to get them.

White lilies are flowers grown by planting white lily seeds in a flower patch. They cannot be watered. While planting the seed only requires level 52 Farming, players can obtain the seeds after completing the hard Falador Achievements, which require level 60 Farming.
White lilies are the best-in-class plant for protection, as they protect all nearby allotment patch seeds regardless of type. There is an additional flower patch in the Wilderness that may only be used to grow limpwurt plants .
