He became Senate Majority leader in 1985 initially serving in that position for two years. Democrats took control of the Senate following the 1986 United States Senate elections, and Dole became Senate Minority Leader for the next eight years.

Dole served as a Kansas state legislator before running for Congress in 1960, joining the House for eight years then going on to win the Senate seat. In 1984, Dole succeeded his friend Howard Baker (TN-R), as Senate Majority Leader. Elected six times by his colleagues, Dole would serve as Republican leader (Majority and Minority Leader) for twelve years, under three Presidents: Reagan, George H.W. Bush and Clinton.
