Every time I go to send money, it says they need a quick security check. Every time I choose a “text” I do not recieve it. When I choose “call” on the other hand, it goes straight to a screen which says “sorry, we can’t verify it’s you” without even giving me a call.

We may send you a text asking you to confirm your activity (by replying 1 for yes or 2 for no) or, we will send a text with a 6-digit code that you will need to enter on the screen. The code is in the body of the text and not the 725-729 from PayPal number. This code expires after 5-10 minutes.
I can certainly understand how receiving security codes that you have not been requesting is pretty frustrating. A sure-fire way to fix this is to update the email address you use to login with PayPal. I would also recommend updating your password just in case that has been compromised as well.

Add and confirm your phone number on PayPal by going to Settings, adding your number, selecting Text or Call to confirm, and entering the code provided.
To get text updates from PayPal, update your phone number on your account. If you don't receive texts, contact your carrier and check for short code messaging.
