Europe's next shore: the Black Sea region. With its mosaic of problems, and their potential consequences, the wider Black Sea region is one of the more important challenges that the enlarged European Union will face.
The states of the Wider Black Sea Region continue to face persistent security challenges dating back to the collapse of the USSR, most dramatically in the form of unresolved territorial armed conflicts.
There are two basic definitional approaches; restrictive one that includes only the Black Sea coastal states and a broader one which delineates a ‘BSEC wide’ or ‘wider Black Sea area’ referring to the twelve BSEC members; namely Albania, Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Mol-dova Romania, Russia, Serbian, Turkey and Ukraine.
For semantic reasons rather than political-geographical significance, in this paper, I have used ‘Black Sea’, ‘Black Sea region’, ‘Black Sea area’ and ‘wider Black Sea’ interchangeably.

Is it constructed by practices of regionalism framed by the Organisation of the Black Sea Economic Cooperation (BSEC), or does it follow a more inclusive scheme of integration, propelled by European Union (EU) policy instruments such as the Black Sea Synergy?
The wider Black Sea area is in flux and at the centre of increased international interest. This momentum is due to several factors which when considered as a whole reflect an enhanced role for the region in international relations. What are these factors? A spate of anniversaries reflecting the existence of regional cooperation in the region.
