I found that Outlook overrides the Windows time setting feature. As soon as I changed the time zone in Outlook, Windows followed it. In Outlook (mail, calendar, whatever) click File on top menu, then Options, then Calendar, then scroll about halfway down to Time Zones. Set it there.

Under Short date, select the desired format (e.g., dd-MMM-yyyy for 22-Oct-2024). Change Time Format: In the same Change formats menu, go to Short time.
