I'd say Crusader or Knight, both hunt witches in lore. Not in The Elder Scrolls universe. "Witch-hunter" is merely a title and isn't really someone who hunts witches specifically. To answer the OP's question, in general, witches, warlocks, necromancers and other "black mages" are magic-users ostracized from society.
