First, make sure your mic is working. Then, options > sound options > turn voice volume all the way down > turn voice volume to 100% you're welcome. credits to DOY who figured this trick out. I've also gotten it to work by going into Steam Overlay and starting a voice call with a friend.
Honestly I've never once seen anyone that said the game was impossible to play without voice chat. I've only seen people say not to buy the game because the game is outdated and the developers have screwed over console players in the past.
I dunno if you guys know, but Wolf has a line in payday 2 where he has a CRAZY voice crack when calling out a cloaker, and the last line in this video is pretty much just that which is fucking great. I haven't heard many Wolf lines for the new game yet but Nicklas put his entire fucking soul into playing this man, and he sounds amazing so far. 8.
