Depending on how long it takes to hunt down and kill the last two remaining tanks, capping will net more XP per minute. Example scenario: If you kill all tanks you'll get 1000 XP instead of 900 XP (the difference for slow tanks is likely less). So 11 % more XP for the game.
With two tier 1 tanks the team is missing 13.3% of its team that could play a useful role during the battle, whereas the only useful contribution the tier 1 tanks can sneak into the enemy cap. The matchmaker does balance the number of tanks in platoons, but not the weight of the platooned tanks.
To capture the enemy base, your tank must drive into the white circle in the enemy base (commonly referred to as the cap circle or simply cap). A green bar with the title "Enemy Base Capture :" appears at the top of the screen for your entire team.
