Stand at the flight path of Blood Watch and look Northeast. The ruins you see are Loreth'Aran. Go there and kill a few naga to get to the Draenei Cartographer. He's more or less in the center of the ruins with two other dead Draenei. The Naga wander quite a bit, so be careful!
