The latest PTR build contains the item levels for raid boss drops, so we now have all the information for Dragonflight Season 2 Item Levels. Here is a table I made showing the item levels across Raiding, Mythic+, and The New Upgrade System.

The current average item level cap from season 3 being 489 does mean that if you're there, then next season you will be a roughly mid-Normal raid level player, since you're still using your full tier set from season 3 as well, and a full tier set is typically values to be worth about 20-25 item levels depending on your spec.
