Zombie horses can be ridden, and like skeleton horses they can be ridden under water. Compatibility Tested on Minecraft versions 1.20.4 - 1.21.1.

In Bedrock Edition, zombie horses will be killed by the Conduit like any regular hostile mob, despite being passive. Zombie horses, in common with other undead mobs, take damage when affected by a Potion of Healing and are healed by a Potion of Harming.
