It is not used for older buildings that have been converted into flats, with the possible exception of old (but reasonably modern) office buildings, which look similar to blocks of flats. "Apartment" is little-used in Britain.

This is what I've been able to divine: le bâtiment – generic word for "building". l'immeuble – office or apartment building. l'édifice – something big like a palace, church, or large skyscrapers.
