By working together, everyone can help keep California safe and help keep it resilient when disasters strike. The Cal OES Planning and Preparedness Branch develops and maintains state-level emergency plans and planning guidance for state and local agencies.
Cal OES serves as the state’s leadership hub during all major emergencies and disasters. This includes responding, directing, and coordinating state and federal resources and mutual aid assets across all regions to support the diverse communities across the state.
SEMS is the cornerstone of California’s emergency response system and the fundamental structure for the response phase of emergency management. The system unifies all elements of California’s emergency management community into a single integrated system and standardizes key elements.
