13 Μαρ 2015 · Just get rid of your landfills, by first getting several more incinerators and then eampty the lanfills before demolishing. If you have other imports then your fuel is somewhere on that list, if you import a lot of raw materials and goods it may be way down on that list which is why it's not arriving "in time!

Raising taxes causes unhappiness and you lose money to make up for the unhappiness so it likely just balances out back to if you left it at 9% in the first place. If you want more money build schools. Educated use less resources and levels us building quickly.
Just remember to save regularly, particularly right before any major works. There is an undo feature in the map editor though or when you use the Terraform mod, by using Ctrl+Z to undo. #1. As I got more money I decided to empty and bulldoze all my cemeteries and replace them with crematoriums, which I thought would be more efficient.
