This brief overview merely scratches the surface of the formulation and execution of strategy in the Civil War. In the end, the decisive element in Union victory was its construction and implementation of a coherent strategy that addressed the nature of the war, one the North tenaciously pursued for as long as it took.
The Union strategy to win the war did not emerge all at once. By 1863, however, the Northern military plan consisted of five major goals: Fully blockade all Southern coasts. This strategy, known as the Anaconda Plan, would eliminate the possibility of Confederate help from abroad. Control the Mississippi River.
