I think people often say a consensus because of confusion with to reach an agreement. In that case the article is obligatory.

Consensus s'est fait le champion du Recouvrement Amiable de dettes locatives (LOCAPASS..) bien moisies et prescrites depuis des lustres.. Le conseil serait de ne pas se manifester car cela réveille les appétits du recouvreur (La 'Cible' répond..).

There was a thread about this same question some time back, and there was a lack of consensus among native English speakers as to which form is acceptable. But I would say that the following are correct, or at least commonly used. My favorite animal is the dog. My favorite animal is dogs. Dogs are my favorite animal.
