To amend title 18, United States Code, to exempt qualified current and former law enforcement officers from State laws prohibiting the carrying of concealed handguns. SECTION 1. SHORT TITLE. This Act may be cited as the ‘Law Enforcement Officers Safety Act of 2004’. SEC. 2.
H. R. 218 AN ACT To amend title 18, United States Code, to exempt qualified current and former law enforcement of-ficers from State laws prohibiting the carrying of concealed handguns.
The act was introduced during the 108th Congress as H.R. 218 and enacted as Public Law 108-277. [1] The law was later amended by the Law Enforcement Officers Safety Act Improvements Act of 2010 (S. 1132, Public Law 111-272), [ 2 ] and Section 1099C of the National Defense Authorization Act for Fiscal Year 2013 (H.R. 4310, Public Law 112-239). On 22 July 2004, President George W. Bush signed H.R. 218, the “Law Enforcement Officers’ Safety Act,” into law. The Act, now Public Law 108-277, went into effect immediately. The bill exempts qualified active and retired law enforcement officers from local and State prohibitions on the carrying of concealed firearms.

On July 22, 2004, the Law Enforcement Officers Safety Act (LEOSA) of 2004 (HR 218, pdf) became law. This federal law provides for the carrying of concealed firearms by law enforcement officers (both active and retired) nationwide upon meeting certain criteria.
