I tried updating the driver manually, and the printer is correctly identified as HP OfficeJet Pro 6970 PCL-3, but "The driver cannot be installed because it is either not digitally signed or not signed in the appropriate manner."

Try / Consider the procedure to clear the print setup and then reinstall the software. Update for HP OfficeJet Pro 8720 removed scan software from computer. and / or.
