On the forth row it reads: DHCP Enabled No. It turned out that my DHCP service is not running, even though it is set to DHCP Automatic. To fix the issue, I searched in the search bar “services”. I go to Services. Find the DHCP Client. The service status says Stopped.

You can see the public IP address of your device (or router) by visiting https://whatismyipaddress.com. IP address geolocation is an estimate based on available information. In many cases, it can be surprisingly accurate. In other cases, it can be quite a bit off.
19 Σεπ 2018 · Well, my IP address keeps changing randomly. I have gone into the "Internet Protocol Version 4 Properties" and I have set up the information but my IP address just keeps changing. And the change is really strange because I will go from the East Coast to the West Coast in a few seconds.

You have 2 IP addresses, one is a local IP address and goes form your laptop to your router, the second is your Router IP address and that is controlled by your Internet service Provider, they may have switched servers which would account for an IP address change . . . To find your correct public IP address, google 'What's My IP'.
