My take is that Alliant blends Promo to get the same burn rate as Red Dot, but does not do the extra step to bring the density to Red Dot specifications.

Promo will change weights considerably from lot to lot and requires constant checking with a good scale. Promo is a non-canister grade of powder that varies significantly from lot-to-lot. Pay the few extra dollars, stick the proper powder bushing in your press, and pretty much forget about it.
