The scrolling in Edge newsfeeds is set by default, it cannot be change in the settings. You can submit a feedback to notify the Edge developers, and hopefully this feature will be added in the future updates. I am clearly signed in, as evidenced by my profile picture on the top left-hand corner. I had no issues until roughly two weeks ago.

Edge > Settings > Start, home and new tabs > New tab page > Customize > Cog icon > Content settings > Tick what you want to see, untick what you don't want to see. There isn't a Save link to click on.
