  5. To adopt a child, the birth parents’ parental rights must be legally terminated. Birth parents can also voluntarily terminate their parental rights to allow another person to adopt their child. There are two ways to adopt a child: through a private adoption or state custody adoption.

  6. Anyone can apply to become an adoptive parent in Missouri, as long as they are 21 years old and willing to go through the training and assessment process. That process includes background checks, health screenings, financial discussions and home assessments.

  7. If you wish to adopt a child in foster care, it is required by the state of Missouri to complete the Missouri Caregiver and Adoption Resource Education (MO CARE) course, a 30-hour class (including Psychotropic Medication and Informed Consent).
