Its meaning is “talk to the decision-maker, don’t waste your time with someone who just works there”. I like the imagery of it and hardly ever translate it into Italian.

I am hoping that a speaker of BE can tell us that it doesn't mean that, but that is probably how it would be interpreted in the US, or at the very least, it is one possible interpretation.
