The smaller the circle, the more certain the app is about your location. If the blue dot isn’t visible or is gray, Maps can’t find your current location. I had the same issue... "Find my Device is Disabled" on my new laptop. Come to find out, while offloading bloatware I removed Microsoft Maps. Once I reinstalled Maps, tried to set a default location, toggled Find my Device, and confirmed Maps was granted location access... I refreshed my browser with Find my Device and it worked.
