They're functionally equivalent. In the terminology, RIGHT or LEFT specify which side of the join always has a record, and the other side might be null.

Oracle JOINS are used to retrieve data from multiple tables. An Oracle JOIN is performed whenever two or more tables are joined in a SQL statement. There are 4 different types of Oracle joins: Oracle INNER JOIN (or sometimes called simple join) Oracle LEFT OUTER JOIN (or sometimes called LEFT JOIN)
Oracle join is used to combine columns from two or more tables based on the values of the related columns. The related columns are typically the primary key column (s) of the first table and foreign key column (s) of the second table. Oracle supports inner join, left join, right join, full outer join and cross join.
To write a query that performs an outer join of tables A and B and returns all rows from A (a left outer join), use the LEFT [OUTER] JOIN syntax in the FROM clause, or apply the outer join operator (+) to all columns of B in the join condition in the WHERE clause.
