The flag should not be subject to weather damage, so it should not be displayed during rain, snow and wind storms unless it is an all-weather flag. It should be displayed often, but especially on national and state holidays and special occasions.
If the flag is being used at a public or private estate, it should not be hung (unless at half mast or when an all weather flag is displayed) during rain or violent weather. When a flag is so tattered that it can no longer serve as a symbol of the United States, it should be destroyed in a dignified manner, preferably by burning.
