You do not have many complex methods to import a python file from one folder to another. Just create a __init__.py file to declare this folder is a python package and then go to your host file where you want to import just type . from root.parent.folder.file import variable, class, whatever
That second part of my comment (non-wildcarded globbing doesn't actually iterate the folder, and never has) does mean it's a perfectly efficient solution to the problem (slower than directly calling os.path.isdir or os.path.lexist since it's a bunch of Python level function calls and string operations before it decides the efficient path is viable, but no additional system call or I/O work ...

In a nutshell, Python's shutil.move will raise an exception (but gnu-coreutils mv will not) when your destination is a directory and the directory already has a file with the same name as the source (again for more info see the link provided in the previous sentence).
17 Φεβ 2012 · Using tkinter (python 2) or Tkinter (python 3) it's indeed possible to display file open dialog (See other answers here). Please notice however that user interface of that dialog is outdated and does not corresponds to newer file open dialogs available in Windows 10.

Well, simply importing the file with import filename (minus .py, needs to be in the same directory or on your PYTHONPATH) will run the file, making its variables, functions, classes, etc. available in the filename.variable namespace.

Don't read the complete file into memory, since that is a waste of memory.
