Q clearance or Q access authorization is the U.S. Department of Energy (DOE) security clearance required to access Top Secret Restricted Data, Formerly Restricted Data, and National Security Information, as well as Secret Restricted Data.
So what is the difference between “Q” and Top Secret and “L” and Secret? The DOE clearance allows access to Restricted Data (RD) or Formerly Restricted Data (FRD), which are special categories of classified information concerning nuclear or atomic information.
Under reciprocity, a final Secret clearance would result in an L access authorization and a final Top-Secret clearance would support the granting of a Q access authorization from DOE. You would only need a new investigation if you were applying for a position that requires a higher type of access authorization than the one you hold.
An L clearance is a security clearance used by the United States Department of Energy (DOE) and Nuclear Regulatory Commission for civilian access relating to nuclear materials and information under the Atomic Energy Act of 1954.

These clearances are ‘equivalent’ – which means that someone with a Q level clearance should be able to transition into a position requiring a Top Secret clearance, with only the time it takes to transfer the clearance.
Five types of security clearances exist at DOE: a Q clearance, L clearance, TS clearance, S clearance, and C clearance. An employee’s security clearance is determined by the work he/she will perform, his/her position description (if a Federal employee), or the terms of the contract (if a contractor employee).
