Norris was built as a model planned community by the Tennessee Valley Authority (TVA) in 1933 to house workers building Norris Dam on the Clinch River. It is named in honor of George W. Norris, a Senator from Nebraska, who was a long-term supporter of the TVA.
Norris Dam controls the runoff from a 29,000 square-mile area of northeast Tennessee and southwest Va. Norris' two hydroelectric generators turned out the first TVA electric power in the eastern end of the Tennessee Valley.
Recreational Opportunities. Norris reservoir region features numerous hiking trails. The River Bluff Trail is the longest TVA managed trail (3.2 miles) and during April-May offers rich pockets of wildflowers. River Bluff Trail head is located above the dam just off Norris Freeway.
