You can effectively prevent revolts by 1: passing reforms quickly and promptly when your population demands them, 2: taxing the rich and sparing the poor, and 3: keeping a large standing army. A somewhat more verbose guide:
6 Οκτ 2015 · The key to dealing with rebels is realizing that Victoria II covers the point in history when it was no longer possible for the old order to retain total control indefinitely; some concessions have to be made.
Generally you need to do reforms - this will stop most political movements from radicalising into rebels. Don't do this too fast though - you need to have some reforming left to do for the late game so you can placate your population, and early reforms can make later reform desire go too high.
In EUIV you can loose your entire army and get looted, but province development is not affected. Meanwhile if you loose all your drafted craftsmen in war, you actually can suffer for a decade or longer from lacking manpower. I once managed to grind down 3 Million british soldiers in one battle.
In Victoria 2, Rebels and Revolts may turn into outright Revolution. Each Rebel Faction evaluates how many Rebels have Spawned, how strong their Organisation is, what the size of the Government’s army is, and how many POPs might support them (MIL 8 or higher) if they start a generalized uprising (a Revolution).
