Select Properties. Select the Security tab. Click the Advanced button. Click the Disable Inheritance Button. Click Ok on both dialogs.

Removed "bcdedit /set xsavedisable 1" setting. Even without the following settings the problem was not resolved. bcdedit /set xsavedisable 1.
