  3. 20 Ιαν 2008 · In regards to a laboratory, "work plan" is more appropriate. A "working plan" is a strategy or program that is in progress (active). A "work plan" refers only to ideas or propasals related to a job/employment. Hopes this helps.

  5. 8 Αυγ 2012 · In BE I would use draw up or work out. I have never seen set up a plan, but it seems possible. Likewise I have never seen work up a plan. I don't have any feeling about what it means, but I think it is less common than the above alternatives.

We can only guess that the exercise is to determine if you are able to use the root word plan correctly in each blank because it follows up with a second blank space where "planning" has to fit. So, it follows the first blank is also about the root word plan. If so, the only word that fits is Planner.

Nevertheless I´ve come across with virtually the same sentences (said by native speakers) but they ( which really surprised me) used present simple tense instead of the present continuous - which is the tense I would prefer slightly more.
