I do not think it is realistic to have such an option for chat room. In the same time, I do not believe that one can map your online times this way. One for example, could start logging in chat rooms at random times, at the times he is usually offline to confuse enemies.
Chat has certain rules to follow. One of them is no spamming. You will stay on chat if you are polite and follow the rules.
