Take a look at the fabricate spell. You would need the weight in iron, (if you want to be extra accurate, iron, leather and linen) to craft a full suit of plate armor. As it is an item requiring a high degree of craftsmanship, you also need proficiency in smiths tools. The cost is not relevant.

Enemies that a 3-5th level character meets will have between +3 and +6 to hit; a 5e troll (CR 5) has +7, with 3 attacks averaging ~10 damage. It should hit with 40% of those vs AC20. So, the fighter will take 12 damage per round, or the troll can grapple or shove him away and attack someone else.
If a creature fails by 5+ they are underwater. I allow the creature to use its Reaction to draw in a breath of air, and then subject it to the suffocation rules until it succeeds on a swim check.
