After about a year of no more new OSM maps on my basecamp (mac osx el capitan), I just installed a new map for the first time again. :-) the solution for me is: don't import into basecamp (I stopped trying, none of the above helped me and couldn't find a solution).

19 Αυγ 2015 · I am using Basecamp on a Mac with OSX 10.10.5. I am sure that when I used to download a map from OSM.NL i would simply double click it and it would install itself, but now there is no executable file.
What can you do with the maps? Maps can be installed on Garmin GPS's, as routable maps that will give you turn by turn instructions to go to a given place (depending on device's specifications).
