OpenStreetMap represents physical features on the ground (e.g., roads or buildings) using tags attached to its basic data structures (its nodes, ways, and relations). Each tag describes a geographic attribute of the feature being shown by that specific node, way or relation.

Behind the scenes, however, these areas are represented as ways or relations. Each tool working with OSM data uses its own set of rules to guess whether a particular way represents a line or an area.
OSM data is created by local communities made up of individual mappers so their activity level often dictates the quality of the map. Also, in some regions, open government data is available to mappers for improving OSM.
