Strictly speaking, you haven't download a "map", just the raw data that something can create a map from. A .osm file is a text file, so if you open it in a text editor you'll see the raw data.
OpenStreetMap represents physical features on the ground (e.g., roads or buildings) using tags attached to its basic data structures (its nodes, ways, and relations). Each tag describes a geographic attribute of the feature being shown by that specific node, way or relation.

It is possible to download raw data for a certain area, entire countries or regions, or certain features such as roads or buildings. There are also many ways to use use existing sets or of OpenStreetMap data, such as map images, routing software and more.
Many people want to use this data for their own GIS projects but have been hindered by the use of a non-standard data format in the OSM project. This document describes a mapping from OSM data formats to the usual GIS formats to make the OSM data accessible to more people.
